Because D is shows surity which can't be said seeing the question. C has "perhaps" which makes it more suitable.

In option D there is a "must". That it why it's not the perfect choice. Option C should be correct as there is "perhaps".

I also believe that option C is correct as while concluding we should not reach specific conclusions unless until required by the question.

Even in my opinion, Option C is the best choice.
Only a person having interest in the subject can communicate his thoughts or beliefs to others.
Just by listening to someone, one cannot conclude, the receiver has an interest in the subject matter of the transmitter other views solicited.
