There is logical link between population increase, resources depletion. This phenominon is particular to developing countries. Option A suggests something which is new and no way inferred from the assertion. Hence A is eliminated. With increse in population, and with resources depletion, it is logically inferred that good quality life to the population may not be possible with depleated resources. This inference is valid. Hence B is the answer.

Because developed countries import most of their resources anyway.
Developed countries have moved away from manufacturing, and into the service economy (or trade of invisible goods).
Maintaining the same quality of life will therefore be a matter of importing more goods.

Disagree that II applies. The conclusion that Govt of developing countries will find it "very difficult" to provide a "decent quality of life" is not valid.
Such Govt might be challenged in providing a decent quality of life but need not necessarily find it "very difficult".
The correct answer should be "D. Neither I nor II follows".

The statement is about population and resources and has nothing to do with the quality of life. II is incorrect because, in spite of the increase in population and depletion of resources, the government can still provide a good quality of life. So the right answer should be "D".

Exactly, now how come we have to include our sense of knowledge here and can't stick to the statements mentioned here. There is nowhere written that depleting resources will effect life here. It is our own knowledge that it could happen, and if we are considering our knowledge then there are multiple solutions to this problem.
Main thing is when do we decide that we have to stick to the statements mentioned and when to use our knowledge. This is very confusing. Please make this clear.

No information about "Quality of life" is given in the statement. So it can not be suddenly imported in conclusion.
