D is correct. As, "soon" is not mentioned in the statement - i.e. the amount of time. II is incorrect as "alone".

Both I and II are true.

Quality improves with Price means funds.

Statement one is true. In same way...Funding alone can improve the quality because quality has a price tag. Here it hasnt mentioned whether quality of teacher or environment will matter. So Statement II holds true.
