In the 1st statement, it was mentioned about improving the standard of the school not about improving the standard of the education both are different. Can anyone clarify that statement follows.

Yeah, the conclusion should not be an opinion, if that opinion is not mentioned in the Statement. Because everyone's perspective will be different.

Here they are asking for the conclusion and not any course of action, the answer should be D.
