Yes, according to me, option D is the correct one. Simply because fortune favors the brave doesn't mean that risk must come into life to be successful. There is no supporting statement whether a coward dies many times or not.

Fortune favours the brave, but it doesn't mean one have to be brave to get fortune.
It does not say, only brave can have fortune. It only says, braves are more likely to achieve fortune.
Therefore Risk is not necessary for success, but if you take risk, your chances of success will increase.
So Option D, Neither I nor II follows seems correct.
