In my opinion, that in 1st statement didn't mention the country name. The question mentions that gov of country x.
So there might be a chance of the correct option is statement 2.

How can it be said with a guarantee that the number of tourists will increase?

How can statement I be a conclusion "beyond a reasonable doubt"? If it says "Now, there may be more number of foreign tourists" then I'd probably understand. I know it's semantics, but isn't that the point of this exercise?
