The phrasing of this statement is too weak to let conclusion II follow beyond reasonable doubt. It is stated that 'Z' is the only book which FOCUSES ITS ATTENTION to the problem, and this does not mean other books can not deal with the problem (as long as it's not the main focus of the book). A rephrasing of conclusion II should be considered (e.g. "No other book focuses its attention to poverty in India during 1950 to 1980").
