We don't know if Rajan is capable of understanding the instructions or he will understand the instructions. It is only mentioned that he reads the instructions. How can we say the statements are implicit?

Yes,only I is implicit. It is not mentioned anywhere about his capabilities. Reading instructions only does not assure that he is capable of performing activities.

Only assumption I is implicit, how do we know after reading he is capable of working. He can leave his work in middle.

FINISHED reading, does not mean that he can understand instructions.

IF, what if he didn't understand the instructions? would he still be able to do the activities?

Nothing is said in the statement above about Rajan's Capability. He has just been asked to perform. Then how come II is implicit. ?
