Answer: Option
Explanation:
Clearly, nothing is mentioned about the choice of the people. It is simply an advice. So, I is not implicit. Clearly, the other pipes are not as durable as the PVC pipes. So, II is implicit.

It says in the explanation that "Clearly, the other pipes are not as durable" So, what makes assumption II correct? "not durable" is different from "not as durable".

There is nothing mentioned about the durability of other pipes. So according to me D is the answer.

Other pipes can also be durable (not as compared to PVC) so option D should be correct.

I think it is A, As people want durable ones they say PVC is durable.
