It may be the case that the civic authority hopes or even believes that their appeal will be attended to by the people but it, by no means, follows as a logical assumption that they will, in fact, take any notice at all.

Why not D? I agree with the above statement made. Its not necessary that people will be ready for the appeal.

Why answer is not D because it is not necessary that people will be ready or not on the appeal by civic authority. So option A is also not implicit.
