Assumptions:

  1. Voluntary organisations do not need such support.
  2. Government was not supporting the voluntary organisations earlier.

Neither I nor II is implicit
Both I and II are implicit
Answer: Option
Explanation:
Since the Ministry has decided to support the voluntary organisations, it is quite probable that they are in need of it. So, I is not implicit. Further, since the economic package for the voluntary organisations has been announced recently, it can be assumed that no such support was given to them earlier. So, II is implicit.

The assumption II doesn't seem to be implicit as there is no mention of the fact that whether gov was supporting or not the economic funds to voluntary org.

Please explain how II is the implicit one?
