Explanation:

The second assumption is not implicit. This is because the statement mentions trains but not planes.

I: "People" is very vague but I read it as "all people" since it's not clear what all people would do travel wise. Not implicit.

II: What other airlines?

Maybe there are other airlines whose fares are less than the fares of airline X, the advertisement is about X airways, not others, so the second conclusion should not be implicit.

I am with @Penny that in the question, there is absolutely no mention of any other airline, just train fares and therefore unless the advertisement said that there were cheaper than train and other airlines, then that conclusion could be drawn. This question needs to be changed.

People don't make choices only based on money. If people don't like to fly they wouldn't prefer to travel by air rather than by train. So I is not implicit.

The fares might be even lower than the other airlines, that would also explain why they didn't choose to compare themselves with their immediate competition. So, II is not implicit either.

Lower than those other airlines? there's no mention of other airlines. Only TRAIN fares.
