If there is a need for administrative reforms, it does not imply that there is flexibility in the system. The need is just an ideal state of the system that can have a positive impact in the future. The statement does not make any reference to the flexibility/ability of the system.

Bringing change is one thing and reforming the whole structure is another, it's not at all flexible that's why there's a need of restructuring and change doesn't help.

Where does it say that it is flexible or easier to reform the administrative reform?

There should not be the word 'enough' in the second statement, which makes it confusing and wrong.

Because without reform we cannot eradicate corruption and prejudice, doesn't mean the system flexibility is implicit.

If you are speaking about a need for reforming an entire admin then flexibility is not present.
