The is nowhere mention about of investors and in option 1 the word use 'may', would this word has any influence over the answer?

According to me, only assumption 2 is implicit. Assumption 1 is not implicit because nothing is mentioned about investors in the statement.

They didn't mention anything about the investors. So you may never know how they are going to act and mentioning them is not relevant.
