Statement: The Government has decided to levy 2 percent on the tax amount payable for funding drought relief programmes.

Assumptions:

  1. The Government does not have sufficient money to fund drought relief programmes.
  2. The amount collected by way of surcharge may be adequate to fund these drought relief programmes.

Answer: Option
Explanation:
Since a surcharge has been levied to fund drought relief programmes, it follows that the Government does not have sufficient money for the same. So, I is implicit. Besides, the percentage of surcharge must have been decided after studying the expected inflow in relation to amount of funds required. So, II is also implicit.

Willingness to fund and ability to fund are two different things and the person who wrote 1 is implicit is conflating the two, please correct the answer.

The statement doesnot talk about the funding. So, 1is not implicit according to the given statement.

According to me, both do not follow.

First one says about the government not having funds, but as it is not told it does not follow. Second one also doesn't follow because they haven't told anything about full or half. So both should not follow.

1is not implicit because there may be some other reason than insufficiency of the fund.

Like there may be some technical glitches for making the fund available.
