Explanation:
Unaided colleges have been allowed to increase their fees. This means that they are in financial difficulties. So, I is implicit. Nothing is mentioned about the aided colleges. So, II is not implicit.

There is nothing mentioned about the financial credibilities of un-aided colleges and its not necessary if a unaided college is increasing its fees then its because of any financial crisis.

There can be several other reasons for unaided colleges to increase their fees, such as an improvement in infrastructure, better facilities, etc. I don't think the assumption is implicit.

For those who are saying that there can be other reasons for increasing fees like infra and so on. Must note that they might not have money for infra and facilities with current fees.

Unaided college may want to earn more profit as they are not aided by govt so govt can't dictate their terms therefore they allow college to raise fees.

There might be many other reasons too for increasing fees of unaided college, and in the statement there is no hint about the financial position.
