The statement referred to many companies. It never said all so why the statement II implicit?

According to second assumption safety and health management is primary responsibility of company but this is not mention in statement.

According to me, In a statement, they said many companies, but in conclusion, it denotes all the companies. There are many more factor.

Their is no safety culture within the environment so any safety standards we provide can't be utilized.

Indian companies may be making every effort to be above the international standards, yet fail. Hence they don't necessarily disregard their social responsibility for H&S management.
