Explanation:

In a statement it is mentioned they need 4000 primary teachers means they have enough vacancies for them.

Regarding assumption I:.

The appointment of 4000 primary school teachers does not imply the existence of 4000 ADDITIONAL vacancies owing to the possibility of retirement or removal of existing teachers.

Moreover, all the new teachers may not be appointed in the existing schools, as the government may plan the opening of new schools. So, this does not demand the existing schools to accommodate all 4000 vacancies.
