Explanation:

How & what basis the Govt say that the local residents have enough money with the local residents?

And Govt has just advised the people. It doesn't mean that they have to follow by rule.

Yes advising is government duty. How can government know that local residents has enough money?

Neither is implicit. While advising Govt just makes his part of notifying the people.
