The answer to this question is incorrect. The citizen's could very much want to keep their city clean, are already doing so, and the campaign could have failed to reach them. There would, in this scenario, be no response. This is poor logic on the part of the test maker.

Desirable expectation was not evoked. Just go back. Only if they have had stats of keeping city clean would they have known of how much response they evoked!

Negate of assumption 1 is valid hence the most probable answer would be 2.

We are not talking about reality here. It's just a statement and assumptions based on that. So while I do look right. II is simply conclusion or inference. So I think to answer. Should be [A].

Answer should be C because at a time only one assumption can be correct. Either the people do not want to keep city clean or the civil council failed in its campaign.
