Both assumptions are implicit (E).
The fact that the Civil Council started the 'Keep your city clean' campaign implies that, at the time of commencement, the people were not interested in keeping their city clean, or were not up to a satisfactory level.
The latter part of the statement, 'did not evoke any response from the citizens, ' suggests that the campaign failed to reach the people and/or failed to encourage those people the campaign had reached to take interest.
Thus, Assumptions 1 and 2 are implicit in the statement.
For those who argue that Assumption 2 is a conclusion/inference and, thus, is not implicit, remember that you could argue whether or not it is a conclusion because the original statement implies Assumption 2 in the first place.
