Statement: A warning in a train compartment - "To stop train, pull chain. Penalty for improper use Rs. 500."
Assumptions:
- Some people misuse the alarm chain.
- On certain occasions, people may want to stop a running train.
Answer: Option
Explanation:
Clearly, the penalty is imposed to prevent people from misusing the alarm chain. This means that some people misuse it. So, I is implicit. The alarm chain is provided to stop the running train in times of urgency. So, II is also implicit.

Well, it's mentioned as a warning. So, is it not natural students will focus only on the warning of a penalty and not on the feature of the Handle.

To base facts of assumptions?
Let's assume that sign, for improper use, was there for prevention in the first place as a warning to those whom may attempt or if it has never happen before, as a fear factor.
If anything this is illogical to run off the assumption that people use it improperly, even if they may do in real life.

For logical reasoning, we are not supposed to pile on more assumptions and only work with the statement/s at hand.

Because, assumptions are made on the basis of observations. Not necessarily related to the pulling of chain. There may be incidents in the past like tampering with the fan switches in train and mishandling of toilet mugs. Based on these observations the Railway assumes that there might be misuse of the chain too.

How can option 1 be a valid assumption? That can also be a precautionary warning. May be they assumed that people may misuse the chain and that is why warning has been put.
