Assumptions:
- There will be enough passengers to make the operation economically viable.
- Other carriers may not start such service.
- The people staying around these towns can afford the cost of air travel.

Explanation:
The firm has decided to start the air service. This implies that there are enough passengers and people in towns A and B can afford to travel by air. So, I and III are implicit. Assumption II is vague and so it is not implicit.

It is not clear that people can afford it and wether there are enough passengers or not. So, E should be correct.

Answer should be B beause of "This implies that there are enough passengers and people in towns A and B can afford to travel by air. So, I and III are implicit. Assumption II is vague and so it is not implicit".

The statement implies that there will be enough passenger traffic for the route A to B. These passengers can be any travelers who travel for business or vacation. It doesn't imply that people of town A and B can afford to travel by air.
