Statement: State Council For Teacher Education (SCTE) has laid down guidelines in respect of minimum qualifications for a person to be employed as a teacher in universities or in recognised institutions.

- The authorities will now appoint only qualified teachers.
- Only qualified people will apply for the teaching post.
- SCTE decides all the norms of educational qualifications for teaching faculty.

SCTE has laid down the min, necessary qualification, it doesn't mean that all applicant will be qualified. So II is not implicit.
Similarly statement says about min. Qualification are laid down by SCTE this doesn't indicate that all educational norms are decided by SCTE. Hence III is not implicit.
