  2. The productivity of the company may increase.

Explanation:
Announcing incentives for punctual and sincere employees would surely motivate more and more employees to be punctual, and this will ensure productivity. So, both I and II are implicit. First cannot be always true because there might be a situation where other employees feel demotivated as their reason for not being punctual could be type of work they do. In that case it is not completely implicit that first option follows.

If the company has surplus amount only, they will be able to give incentives to their employees. That conclusion is implied know. Then why is option D wrong.

Clearly the profit earned by the company must be more than the incentive announced otherwise the company would not have given the incentive. Therefore all the implicit.
