Assumption III is not implicit because the statement does not tell about the availability of suitable staff and further process.

I think option C is correct since the business is expanding more staff definitely helps in expanding the business.

Assumption III is not implicit because it talks about the availability of suitable persons.

We can not logically deduce that suitable persons will be available just because the company will need to appoint more staff.

So the correct answer is A. None is implicit.
