Explanation:

Hence, III is also implicit.

It didn't said anything about the performance of mechanical engineers. It might be that today company is in need of mechanical engineers tomorrow it will be in need of some other profession.

I completely agree with you @Shruti. How can we implicitly decide that Company X considers them as better performance, where nothing has been mentioned about performance.

Option B is the correct answer as company needs supervisors and mechanical engineers will be attracted by the ad.
