The statement just says we can own a new car but doesn't say anything about people not wanting to buy used cars.
Even if the amount to pay per month is not much, there still will be people who would prefer used cars for whatever the reason may be.

How can assumption II is implicit it is out of the context of the statement?

I don't think II is implicit. We can say that people like buying new cars more than used cars but we can't say that people do not want to buy old cars.
