1. Yes. This will help the public sector undertakings to get rid of non-performing employees and reward the performing employees.
2. No. This will give an unjust handle to the management and they may use it indiscriminately.
3. Yes. This will help increase the level of efficiency of these organizations and these will become profitable establishments.

Explanation:
'Hire and fire policy' implies 'taking up the performing employees and discarding the non-performing ones'. So, both arguments I and III hold strong. Argument II seems to be vague in the light of this.

Option II is also definitely strong. Management can misuse it's authority.

B could also be one of the choices because it does provide a discriminatory choice to the management on the part of employees.

But this could bring discrimination between the employees too. As if the person who is firing is having some relatives in his firm then it would be difficult for him to fire, so he won't fire him.
