Explanation:

This test is not judging implicit logical reasoning but the alignment of ones political opinion with that of the test creator.

Yeah, he did not mention anything about policy, but by default you have to consider the entire policy. It's common sense bro.

Author didnt mention any thing about policy of overall development of the country. So Option I cannot be correct
