It doesn't say that Jenkins tackled anybody. Calvin tried to tackle but missed. Here, The question was which defensive player tackles the receiver, not which defensive player succeed in tackling the receiver.

Calvin failed and Bruton tripped, Jenkins was closest. Therefore Jenkins tackled the receiver.

Zeller, because he will run faster to get the ball, Jenkins also can be far side with Burton.

I agree what sunny says and that is what will exactly happen. Since Burton has tripped Jenkins will be far away till then Zeller will only defend the ball.

I think Calvin fails.
Jenkin and Burton are side by side, Burton trips mean he is around the player with the ball.
Zeller is too far, but a person who I am near to the ball right now other than Burton is Jenkin, so Jenkin is the answer.
