A school can be a school without students. It can be a building. When the students go home, it's still a school. When a school is closed, it has no students, but it is still a school until it is turned into something else. So the answer should be learning.

'Student' doesn't mean a boy or girl, who wears uniform and go to 'School'. Student is the person who puts his/her efforts to 'Learn' something. Without an OBJECTIVE TO LEARN, a person is not student. Answer D is correct.

But may be option A is correct because the question is asking for the basic need to start a school and how can one start a school without students. Learning is something that you do after a school is started.

I think learning is also a right answer.
