'Student' doesn't mean a boy or girl, who wears uniform and go to 'School'. Student is the person who puts his/her efforts to 'Learn' something. Without an OBJECTIVE TO LEARN, a person is not student. Answer D is correct.

But may be option A is correct because the question is asking for the basic need to start a school and how can one start a school without students. Learning is something that you do after a school is started.
