I agree on the first course of action because the govt Can not create awareness for the consumption of drinking water. Govt Can provide only safe drinking water.

No one is drinking polluted water by choice, but by compulsion. What will they drink if they don't have clean water?

So, You can't go and say " don't drink this water unless you provide them with an alternative. It is the job of govt.

I disagree with the answer. Actually what will people do if Government is providing polluted water to them. Awareness will not do anything. They don't have any option to drink polluted water.

Why both option is correct, it is talking about "polluted water during the summer" so govt responsibility is that to make safe water for people.

I have some point to say on above statement:

I assume only action 1 follows,
And action 2: I little bit disagree, i.e because creating awareness is not easy but time consuming.
