Courses of Action:
- The government machinery should make an all out effort to nab those who are responsible and put them behind bars.
- The internet users should be advised to stay away from using internet till the culprits are caught.

Explanation:
Clearly, internet users should not suffer on account of certain individuals who indulge in internet hacking. However, such wrong-doers ought to be penalised so that there are no hassles in the use of internet. So, only course I follows.

So, I can understand why I would follow. Why wouldn't II follow? If the internet was a potential hazard for individuals, wouldn't it be logical for people to avoid it when there are hackers out there? I would say that E is a better answer than A.

Exactly. And unless they want to get their accounts hacked again and again by those individuals, they need to get a little patient and avoid using the internet till those persons are caught?

Statement II says that internet users should be "advised" to stay away from using internet till the culprits are caught. wouldn't this assume the advisory is simply a warning and whether users choose to use or not are at their own risk?
