The situation demands first diverting other trains to different routes so as to avert any accident, and then call for ambulance in case any of the passengers were hurt and only after dealing with them can they clear the railway tracks.

The immediate remedy is to divert other trains to other routes to avoid more accidents happening then create time to clear the track.
