Both are required but either of one is immediately required. So, it's either 1 or 2.

I think both are required. The presence of traffic lights doesn't ensure that people will follow the rules. Traffic police should also be there.

The repair process will result in the lights being inoperable, in which case there should be personnel who need to facilitate whilst repairs are completed in real-time

I think both I and II will follow because the traffic signals repair process may take time and till that time we'll need to deploy traffic personnel to guide vehicular movement. Hope I've analsyed properly.
