The immediate course of action is to save people from the existing danger. Clearing the river bed is a course of action in the future and does not necessarily imply from the given statements.

The answer should be B as first 2 options are of immediate action and third one can be implemented later on.

Yes @Rahul you are correct because in the flood time they cannot clean the silt.
