I think only Action A is correct. Providing seeds and fertilizers for the next season is pretty dumb.

Also, Action 3 says their loans should be waived off, but that is not a complete relief since they have to take care of their expenses and all the hard work they did. Here, it's not mentioned about the people who didn't take any loans.

I don't think (3) is fair. What about the farmers that did not take loans for the rabi crop? Do they deserve less compensation from the government?
