What I didn't get is Courses to be added, in the statement, it is not expressing anything about knowledge or qualification. It clearly indicates about seat availability, so how 3rd option is correct?

Why option C is also correct ?

Number of seats in a school is the problem and the remedy to that can be increasing the number of seats or to open new colleges but as mentioned in option C, offering vocational courses doesn't seem to be a direct solution.
