There is no mention of any heavy rain and there is no relation between the water-logging on the tracks and increase in drinking water level how one can relate is with same cause.
Option D is correct.

Agreed to @Ppp, there is no mention of an heavy down pour of rain, water logging at the station can be caused to other reasons as well, for eg: a leakage from water supply pipes in the station for two weeks! since there is no mention of same cause these incidents may be an effect of independent causes.

1st statement mentioned fortnight and 2nd statement says last week. It is not mentioned that there was a heavy downpour continuously for last 2 weeks. Isn't it?then why should we think these as the effects for a common cause.
