I think E option is correct answer. Why government has to import sugar? It is to reduce sugar price.

My point is #A must be the answer the reason behind is when country imported things, for instance cars, it affect domestic market. Same apply to our top story.

I think option A is wrong. I agree with your reasoning but. It has not been mentioned whether Government let all the imported sugar in the market? they might have kept that in inventory. And Fall in the prices of sugar in domestic market may be because of other reasons as well such as negative inflation.

So answer should be D.
