- The police authority has been unable to nab the culprits who are committing crime against women.

Explanation:
An increase in the cases of atrocities on women and the police being unable to nab the culprits involved in the same are independent happenings in themselves.

No, Both are independent causes. The incidents of atrocities against women have been happening since time immemorial, in all the nations, whether they are democratic or directed by a dictator. And the reasons are totally different, not the failure of police. One should remember that police only investigate the matter which has been done already.
Now, see the 2nd statement - "The police authority has been unable to nab the culprits who are committing a crime against women. ".
There may be thousands of reasons for police being unable to nab the culprits.
It is clear that every cause is effect in itself and every effect is caused in itself. In this case both the two statements look causes, or from another viewpoint, they are independent happenings in themselves.
Now, see the 2nd statement - "The police authority has been unable to nab the culprits who are committing a crime against women. ".
There may be thousands of reasons for police being unable to nab the culprits.

I disagree that statement B should be the answer because as someone else here has pointed out having inefficient police leads to an arise in any and all types of crime in general. However, I think that this test is really badly done honestly, since most people would agree that ineffective police systems do result, unfortunately, to increase in crimes against women in particular so they should have used other forms of crimes as an example instead of that also, the statement one is clearly an effect not a cause, at least it sounds like its an effect and not a cause so this questions is just badly phrased/worded.

Why statement I has been considered as cause, where it's only a effect of some situation. Whereas statement II is basically the cause because the luke warmness of police have created the situation in the city.
