Agree with B786, the explanation given is just an assumption, let's assume the Freedom of Information Act is the cause for statement I. Correct answer should be D, as there is no indication of the cause for neither statements.

There is not mentioned that education was not successful so both are independent decisions based on need of hour at that time and now.
