I differ on the choice for this question because:

Houses, ordinarily, do NOT have floodlights and therefore the inference is of a much larger scale. Therefore B is a more suitable option or floodlight should be replaced with something like "main light" or overhead light, etc.

1) Makes assumptions about the definition of a cottage. A cottage could be larger than a house and vice-versa. A city by definition is larger than both a house/cottage. 'Cottage' and 'house' are vague terms and should not be used here if this is the logical link the question wants to create.

2) A better logical assumption to make is the typical light source used in each dwelling. A candle fits in a hut. A lamp fits in a cottage and a floodlight fits in a city.
