The rules and regulations are made so that there are peace and harmony in the nation. So it is not rules and regulations which breed corruption but it is the HUMAN NATURE.
For Eg. If a person breaks a traffic rule instead of paying the fine, they prefer to bribe the traffic police.
So ultimately we can say that breaking of rules and regulation breeds corruption.

Yes I do think that rules and regulations are very necessary but they are the one cause of corruption as if due to some rule a person is not able to get some thing then he/she tries to get it through paying some bribe.
For example if some one needs a gas cylinder and due to rules he is not able to then he would pay bribe and get it.
Thus I feel the solution can be to make ourselves aware that what we are doing is wrong even if we are in need of some thing we must try to get it legally else we should get some alternative of that thing. That would not be as good as that thing but at least we will have a good feeling of honesty in our heart.

The rules and regulations in this country is important as important in each and every country of this world. The rules and regulations gives us a standard way to do a job in legal and sophisticated way, it helps to control crimes, it curbs the unnecessary money holders( Ex. Tax stealer)and force them to pay back what you have get in a required form.
But now a days these rules and regulations are being misused by rich businessman's, by politicians, by film stars, by govt. officials itself for their own greed and their own need. Rules and regulations defines the whole system and now they are being used for illegal activities in a legal way.
Rules and regulations has bind the hands of people who wants to raise their voice against this, who wants to protest against this.
But now a days these rules and regulations are being misused by rich businessman's, by politicians, by film stars, by govt. officials itself for their own greed and their own need. Rules and regulations defines the whole system and now they are being used for illegal activities in a legal way.
Rules and regulations has bind the hands of people who wants to raise their voice against this, who wants to protest against this.

Corruption takes place when both the personality -One who gives bribe and the other who takes it -agreed upon each other.
A single person breaking the rule will not lead to corruption, but depends upon the mutual agreement of these two.

Its human nature to make himself free of any chains, even if that are important to keep him balanced. Rules are made to curb any nuisance or disorder or to facilitate people.but some homo sapiens, whose frenzied instinct is much more powerful than its counterpart..... leads to corruption

When rules get too strict, they break by themselves. So they must be set in such a way that they can be practically practiced.
Say in roads if there are no rules then what will happen. What if no queue system in counters.
Just to make rules is not enough. Proper vigilance is also required. Making rules and forgetting is of no use. Judicial and legal system should be strong enough to check that whether these rules are being followed or not and people who break these laws should be punishable with in proper time.

Rules and regulations are good for the people and society, but in India we have rules only there is no proper implementations, moreover no correct and strict punishments for bribers, if the government take strict action on corruption then only India is developed country, up to that extent India always developing country. In my opinion punishment only stops corruption.

I am not agree with the title of topic. Rules and regulations are meant for human welfare. Sometimes we may think that how hard is it to follow the rules but it is the fact on that time we are only thinking about ourselves. To make a system working properly there is always a need of rules and regulation, otherwise it could not be worked properly.
For example if while standing on a red light we are thinking that it is a just wastage of time then we must think about the time we will have to spend in a traffic jam without traffic lights.

Now a days rules is only on paper work it is not applicable 100% we can says that today era each and every people wants to fulfill their need that s why they encourage by the people for doing that activity for their own self.
Only rules and regulation is not breed the corruption but something more effective element is required.

Every coin has its opposite side. Rules and regulation bind human society a vary good well defined level of norms and system. But story has some militants that finds loophole of system and break rules for their convenience matters.
