This is because atmosphere above stratosphere it get ionized because of UV rays coming from sun.

The distance between the sun and the ionosphere are shorter than the distance between the sun and the floors of the atmosphere.

Answer will be stratosphere because of presence of ozone gases. Temperature does not depend on ionization.

The ionosphere starts from the stratosphere. And the temperature increases because after the ozone layer the UV rays increases the temperature.

The answer is C. It cause here the quantity of ozone gas is very high. After the level of stratosphere the temperature increase and is absorbed by the gas. In Antarctica region it should be seen some piece of clouds. It is called 'Moutik' or 'Sukti'.
