How is it possible?

I heard from someone that the starter is basically a capacitor and it works simillar to the capacitor of a fan. It gives the initial boost to start the tubelight. And the choke is an RL circuit. It filters the line voltage. It only lets 50Hz (or 60Hz) pass through it.

Choke works as a STEP UP transformer. To boost up the line voltage.

Choke is like a amplifier.

Choke is a voltage amplifier.

Initially during start-up a large potential difference is required in a tube light i.e. across the anode -cathode. So to obtain that large potential difference choke is connected in the circuit. It provides the initial boost of voltage that causes luminescence in the tube.

Choke is to increase voltage momentary, its one of advantage because to indicate tube in heat level.

To cause luminesence in the tubelgt we require large pot. Diff. B/w anode nd cathode. So choke coil is used. In choke coil inductor is used. When ind. Is opened while charging it produces infinite voltage is obtained. So choke coil is used.

Choke commenly for two purpose first purpose is induce the high voltage(1000v) between two terminals of the bulb and maintain a reduced voltage(110v) during running.

Chock is similar to regulator which maintain constant watts.
