This refers to Standby mode! The remote control uses power when the TV's or VCR's are turned off but not switched off (removing the plug or turning the switch off) ! Hence some authorities recommended the above!

This means standby mode, when tv is off also we can turn it remotely using remote (assuming tv is not removed from power connection).
