Some authorities are recommending TV's, VCR's and Stereo's be connected to power strips with switches and turned off when not in use to save energy. Your remote will not work until power is switched back on.

This refers to Standby mode! The remote control uses power when the TV's or VCR's are turned off but not switched off (removing the plug or turning the switch off) ! Hence some authorities recommended the above!

This means standby mode, when tv is off also we can turn it remotely using remote (assuming tv is not removed from power connection).

Only by turning off in the remote.
